my ex-husband is still listed on my mortgage of my house. He is not listed on the deed of my home. He is obtaining a new property but is not going to be on the mortgage as his new wife will be sole mortgagee. Can my ex husband still be listed on the deed of the new property being bought by his new wife?

First: If he is not obligated to pay support you should ask your bank for a modification to lower the interest rate and remove him from the mortgage.
Second: He can not tell you what to do with your property or who to put on your deed. Whether he is listed on the property of another should not be your concern. You are just wasting your energies here. It is up to the bank giving the monies and the other owner.
