Most likely it is considered doing business. Assuming that you are advertising to solicit business then you are seeking to take advantage of Massachusetts then you are doing business.

It is doing business in the state for long-arm statute purposes. However, it does not require registration in that state to do business. If you need to defend a lawsuit or otherwise collect a debt you may have to register in that state to do business.
Regardless, you would be subject to the State in which you advertise's laws with respect to deceptive business practices and false advertising as well as FCC regulations and other federal statutes that may apply.
