can i sue someone in california for allegations they made about me to the police (which were subsequently investigated by the police and found to be baseless)? is this defamation of character, or libel, or slander, or something?

Reports made to the police are privileged and you cannot sue on that basis. Look for evidence of slanderous statements to anyone ELSE (other than the police).
