My daughter has sole custody of our oldest granddaughter who is 14. Because of violent acts taken against this granddaughter by her stepfather, our daughter has agreed to send her daughter to live with us, her grandparents. How can our granddaughter be enrolled in our local school system if we are not the legal guardians?

You should start by getting a letter from your daughter saying that your granddaughter is residing with you, and then present it to the school district. If this is not acceptable to the school district, you may have to file for custody in the family court and get an order.
