If I share joint custody of my child is the custodial parent legally allowed to grant temporary custody to someone else while she is deployed without my consent or a court order?

No. She needs to get a temporary order under section 154.704 or 153.705 of the Texas Family Code, depending on who, if anyone, has the exclusive right to designate the primary residence of the child.
