Yes but remember that custody is never permanent and the court acts in the best interest of the child.

I disagree with anyone who says a notarized document will hold up with regard to child custody, visitation and/or child support! If one parent refuses something, they do not have a COURT ORDER to show the police if they ask for their assistance in exercising their rights. GET A COURT ORDER!
