Yes they can.

the police can detain and use handcuffs on a 8-year old. Just ask the Largo Police Department who arrested the kid in Elementary School 4th grade.

The "excuse" is for their protection. You know, their protection because walking around with 1 gun on their hip, with most likely a second as backup, a bullet proof vest and a radio that will respond countless backup, all with guns, vests and secondary guns, oops, forgot to add tasers to that now.

So it's a good thing the police protect themselves by handcuffing some 12 year old which they are allowed to do. For their protection of course.
