A collection agency has recorded an outgoing message on my home answering machine, to all whom call stating my name, a debt amount and a threat of what will soon happen. Is this legal?

Without hearing the exact verbatim recording of the message, it would be difficult to say. If you receive any further communications, take them to an attorney.
