Does an executor of an estate have the right to withhold his expense receipts from the the beneficiaries or charge the beneficiaries if they want copies?

They have aresponsibility to provide an accounting (or procure a waiver of accounting from beneficiaries) for the Estate before it is closed. I am not sure if the expense sheet you are asking for is something separate from this legal obligation. If it is something separate, then charging for it would not be out of the question.

The personal representative has to provide an accounting, it does not always include actual receipts. If there are questionable items, you have a right to ask the Judge to require that receipts be produced. The personal representative has a right to charge for copies of documents provided on a per page basis.
