1995 Chevy Lumina replaced the fuel pump but still wont start. Fuse keeps blowing. Is it the fuel pump relay?

1995 Chevy Lumina replaced the fuel pump but still wont start. Fuse keeps blowing. Is it the fuel pump relay?
my 99 did this. Theft deterent module/ relay had internal short. Then they also found a short in a wire.
